The neighborhood around Congress St. east of Boston City Hall contains some of the city's biggest urban-renewal mistakes and some of its oldest surviving commercial buildings. The monstrous Government Center parking garage, which straddles the MBTA Green and Orange Line tunnels, was in the process of being demolished when a large piece of the structure collapsed onto the tunnel roof, killing a construction worker and requiring MBTA service to be completely suspended for tunnel inspections and repairs. At the center of the neighborhood, the Haymarket Center was built around the core of a Central Artery/Tunnel Project vent building; in addition to more structured parking it is also the Orange Line station headhouse, a major bus hub, and a MassDOT office building. The Registry of Motor Vehicles' downtown Boston office is located on the fourth floor, and on the ground floor, the Boston Public Market leases stalls to local food producers and restaurants. The Green Line has a temporary headhouse for the duration of the construction, which resumed in the autumn of 2022.
